Although some people claim that having children is a "privilege" the reality is not truly so....at least not yet.

A privilege is something that is granted...by an authority, usually..who can revoke the privilege. A right is something that is often inherent,broader, and is generally thought to be stronger than a privilege.

While not all persons are able to have children, (due to infertility for example) it is not illegal for them to try to conceive.

Having and raising one's own biological children is a right as a long as the children are cared for/not abused. It is important to be able to recognize the difference between "abuse" and simply living in a low income neighborhood. A cluttered house does not mean a child is being harmed.

There is no right to acquire the children of other people. If children of others are in *need* of care, it is the *children* whose rights must be heard. Children have a right to their own biological family. Efforts, proper care, or, if needed, different homes... must be found for these children. Some might call it a "privilege'' to be raising children in these situations.

Having and raising children (reproducing) has been called a "liberty interest" with regard to the "life, liberty and pursuit of happiness" in the US Declaration of Independence.

Families must continue to raise their children, as they once were able to do, and our societies need to respect the ongoing multi-generational right to exist as a family that knows each other...not a group of strangers.
A very good answer! So, no quotes will be used rather I will use all the information here to point out the very diverse opinions. Thanks everyone for your attention to this question and all of your opinions.
Edit. Everyone has the legal right to bear children. Doesn't mean they should. Moral rights? No. Can't force anyone to abort or surrender a child for adoption. But legal? Yes. Anyway, you can use what you want that I post.

Edit. Correct me if I'm wrong, but the question IS directed at everyone, therefore making me entitled to answer this. Read the first sentence of the question. How come people are si doggone concerned with what I answer? Is your life THAT lacking that you have NOTHING better to do than worry about me answering questions on a PUBLIC board? I guess so. I pity them. I can honestly say my life is very fulfilling.

I think its wonderful that you would acknowledge the voices of Adoptees & adults who were in foster care; thank you for that - all too often people dismiss the voices of those whose lives are most affected.

Raising a child is a privilege not an entitlement of adopters or foster parents and it's a privilege of mothers who are entitled to raise their own child.

Subject to believe of some (potential) adopters and foster carers mothers should be encouraged to raise their child.
Having children is a right, not an entitlement.

Bearing children is a blessing, adoption makes it a curse.

I don't agree that having children is privilege, it would mean that those who --in the eyes of a judgmental society-- have not earned this privilege should be stripped of their children and the children handed to those who --again in the eyes of the ruling class-- have earned it. This is the skewed basis of adoption.

Where in the US constitution or any other constitution is "having children" a right? I am but a stupid foreigner, maybe a highly intelligent American could tell me where this stands. Just the section number would suffice.

If by "everybody has the right to have children" you mean "every female has the possibility to bear a child" and by "but it doesn't mean they should" you mean these low-lives who dare become pregnant when they did not plan to, whereas I desperately want a baby and cannot and have no money to buy one from an agency, therefore I am going to slag them off and say how they are full of lice and drugs, to justify taking their kids and getting paid for it, then you do not love humanity, let alone children.

Sorry, I am neither an adoptee, nor a foster child, but since would-be foster "parents" think they are entitled to answer your question, I also feel entitled to do so.

It is both a privilege and a right.

It is an inherent natural right up to the point where it can be severed should the parents abuse or neglect the child to the point that it will do permanent emotional, sexual or physical damage. The child's right to live in an environment where they are safe and have their basic needs met overrides the biological parent's right to the child.

It is the state's right and responsibility to insure that the child's rights are protected. Thus, they have the right to intervene in cases where the child is being abused or neglected. It is a Constitutional mandate first mentioned in the Preamble of the Constitution which outlines that the Constitution is to "promote the welfare and to secure the Blessings of ourselves and our posterity" and codified in the 14th amendment.

It is a privilege in that, in many cultures at least, children are seen as a blessing and that parenthood should be undertaken with a grave understanding of the responsibility that one has for the child. Again, it is a privilege that can be revoked should the parent or parents do not take responsibility for the child.

The courts have upheld the belief that "mere biology does not make a father" (or mother) and that the parents rights and privileges can and should be terminated if the parent(s) injure, abuse and/or neglect the child.
Having children is a right. Not one shared by everyone - for instance, look at China's "one child policy." Under that, if you already have a child, no you _don't_ have the right to have another one.

If you don't have the right to have a child, you're looking at imprisonment, forced abortion, that sort of thing. I don't think anyone posting here is in that situation.

Raising them is...well, it's somewhere in between. It's not a right, because if you abuse your kids they will (and IMO should) be taken away. But it's also not a privilege in the sense that the default is that you're allowed to raise all kids you give birth to.

If you didn't give birth to them, then it's absolutely a privilege and not a right.
I really think you should think about a direct quote from someone who agrees with you. I am one of the voices, as are others here, of Voices of Adoptees and Children of Foster Care.... and I do NOT agr (in the US) is a right.
