Source(google.com.pk)For parents of special needs children, even seemingly mundane tasks like looking for flats to rent in Pretoria or visiting a pet supermarket can become a difficult chore as they need to be appropriate to the needs of the child with disabilities.
South Africa recognizes its obligation to help parents with kids who have special needs. These are children who are handicapped physically, mentally, or emotionally and cannot stay within the mainstream schools or neighbourhoods without some form of help.
In the Western Cape, the government, through the Department of Health, provides an annual subsidy to children with special needs. The subsidy rate is based on the seriousness of each child’s situation. For example, for severe disabilities which refer to IQ levels below 35, the parents of the child are given R5 100 a year to help with the expenses for special care. For children with less serious disabilities or those with IQ levels from 35 to 70, the province gives each child a budget of R26 000 to pay for special schools.
However, the non-government organizations (NGOs) are requesting more. Children without special needs get a higher budget of R6 632 per year each if they are in a mainstream school. This is more than R1000 more than what seriously handicapped children get. There was a petition filed in Johannesburg 2 years ago for an increase in subsidy for severe cases, but to date nothing has been approved. Thus, children with severe disabilities have to rely on charity and charitable organizations for their educational and basic needs. The sad reality is that even if they applied to state special schools, they will not be accepted based on their low IQ scores.
Who are Children with Special Needs?
Children using wheelchairs, braces, and special contraptions to move around; children who have lost use any of their 5 senses; and kids who can’t hold a conversation, walk, or require daily maintenance drugs and supervision. Those who cannot stay inside a mainstream classroom without causing some form of disruption or distraction are also considered as special needs kids.
Some of the conditions associated with children with special needs are diabetes, ADHD, speech or hearing problems, autism, epilepsy, emotional problems, and trauma from abusive behaviour, among many others. Any child who cannot function normally is a child with special needs.
Not all kids with special needs can be detected by just looking at them. There are many that can go unnoticed in society if one isn’t paying attention. It usually is up to the paediatrician, parents and teachers to be observant, patient, and concerned about unusual behaviour or circumstances.
On the other hand, unusual behaviour is not a definitive sign of a child with special needs. Tests have to be done and the child goes through a series of consultations before a doctor can diagnose a child.
Life for a family with a child with special needs is different. There will be adjustments to make but the family can expect to live as normal a life as is possible: i.e. families can still buy movies, popcorn and other treats, and enjoy one another’s presence on a night in. Special needs kids are indeed a blessing because majority of them are kind, caring, and lovable. Needless to say, each of them is special because they teach others about the value of life and love, and they matter…very, very much.
